In the Forest Commission's Annual Report 1926-1927 it states:
"During the year, the following additional fire lookout stations were established: Creswick, Mt. Disappointment, Mt. Donna Buang, Mt. Drummer, Mt. Nowa Nowa, Beech Forest and Mt. Macedon.
Four of these stations were operating last summer, and all seven will be operating during the summer of '27-'28".

In notes supplied by David Bannear and dated 11th December1942 it states:
"Mt. Disappointment (Scaffold Hill) tower connected by telephone to Whittlesea exchange No. 12K. This tower will be manned during dangerous weather, but not during week-ends when the fireguard who usually mans the tower will be stationed on Tower Hill near Kilmore".

There are several references in various FCV Annual Reports about the use of temporary scaffolding to test the suitability of sites before committing funds to major tower construction.
This may be an example. There was a similar structure on Briarty Hill in the Port Phillip area.
